I think your butcher was telling you to buy Brisket, which is the cheapest cut of meat for roasting. This needs to be cooked very slowly, and has more flavour than topside or silverside. Buy yourself a Slow Cooker. They’re not too expensive. It is just a metal container with an inner earthenware pot, and usually a glass lid. It will have a dial on the side with Low, Medium or High written on it. Put your beef into the pot, (you can put a little warm water in, but not too much) switch on and turn the dial to High. Leave to cook for about 4 hours, unless you have a HUGE piece of meat, then cook for 6 .While it is cooking, don’t keep lifting the lid off to see what’s happening, be patient! After the cooking time, stick a sharp pointed knife into the meat, and if it goes in easily, and there is no red juice, then it’s done. I cook most of my meat, including chops in my Slow cooker, and it has always been perfect. The only meat I don’t cook in it is poultry. I prefer the ordinary oven for t
