What is the best way to obtain a passport for your child when the biological parent who in not in the childs life (and lives out of state) refuses to notarize the paperwork for a passport out of control and spite?
You aren’t going to get a passport for a minor child without the cooperation of the other parent. If you have to get a court order requiring the other parent to cooperate, a court is likely to make the non cooperative parent’s life pretty miserable until they get over themselves and cooperate. Or, you can just plan on not leaving the Country until your child is 18.
