The best way to make RS money by far is merchanting – you buy stuff at a low price and sell for a higher value. Of course, you need some starting money to buy products to sell, so try a skill such as mining to start with. Coal and higher ores can sell for a good deal of money (last time I checked, around 200 – 250gp each for coal). Once you have about 20-50k (yeah, it’ll take a while) you can begin merchanting. Start off with willow logs. Buy them for no more than 25gp each in any normal world where people are cutting, and sell them for around 30 each in world 1, where people are buying to raise their fletching level. It’s all about buying at the lowest possible price from people eager to sell (say, those who are trying for a high wc level) and selling at an inflated rate to those eager to buy (say, those who are trying for a high fletching level).
