The best way is to fly from Phuket to Koh Samui and then take a boat to Koh Phangan. A cheaper way if you want to take the time is bus it from Phuket to the pier in Surat Thani and take a boat to Koh Phangan or you can also take the ferry to Koh Samui and boat to Koh Phangan.
