You would have to live within the state for 180 days before you can file bankruptcy in that state. You cannot discharge back child support without filing an adversary proceeding to determine dischargeability. Most judges will not enter an order discharging domestic support obligations, especially under the new bankruptcy laws. Taxes on the other hand is a little tricky, but they would have to be about six years old and you would have had to file your returns timely. Your attorney would want to see your tax transcripts to see if you can discharge them in bankruptcy.
