I’m aware of a few “benchmarks”….for eample, large scale ERP implementations generally allocate 18% of total project spend to Change Management activities (source AMR Research). I recall, however a ‘rule of thumb” to assume 20% for change management of which half (or 10% of total costs) is communication. While this will and should vary, this type of benchmark can be helpful in gauging and securing budget. I have no idea where I acquired this factoid, and would prefer to share a more concrete and “referenced” stat if you are aware.
