Due to excessive water damage there are areas where the fiberglass insulation stuck to the wood ceiling joists and the batt was torn. How can I clean these sections down to the wood without creating a dust storm?” Answer: Unfortunately, there is no simple solution for the situation you describe. You may need to cut the insulation away from the sheathing.
