What is the best life jacket for a Welsh Pembroke Corgi?
I wouldn’t be too concerned about the life jacket being a bit short in length. As long as it will support his front half and keep it above water in the event he tires, he will not drown. The one I bought when I taught my Labs to swim did not go the full length of their body. A life jacket for you only covers the torso to keep your upper body above water. If need be you could get a standard jacket that fit the girth and have a second strap added further back to secure the aft end of the jacket.
