See the FCC’s Fact Sheet on Placement of Antennas: http://www.fcc.gov/mb/facts/otard.html The community association can restrict the size of a satellite receiver to about 1 meter, and local permit regulations may prevent antenna’s from being higher than 12 meters above the roofline, but I don’t think there is a size limit to antennas for TV reception of local broadcasts. The only exception I could see is, “Under some circumstances where a central or common antenna is available, a community association or landlord may restrict the installation of individual antennas.” You could probably think about putting an antenna up and telling them they have no legal right to restrict your antenna.
