There’s nothing wrong with gluing vinyl over vinyl. It would be best to rough it up first with some sandpaper though. I haven’t done vinyl in a long time but it should be easy to find a vinyl adhesive from Armstrong, Henry’s or Taylor at a home store or flooring/carpet supply store. Vinyl tile glue is usually troweled on, allowed to set up a while then you lay the tiles in and press them down. Draw a + sign before spreading and start off the line, laying your tiles pyramid style to keep the corners lined up. Use the proper trowel and spread at the proper rate. If you spread too much or lay too soon the glue will come up between the joints. If you’re unsure whether it will work, do a test piece first and try to tear it back up. The Armstrong number used to be S254 but they change things all the time.
