First of all, your cell phone may well be able to play MP3 ringtones; all of the low-end Samsung phones my family has used over the last few years can. So as long as you can get your MP3 onto the phone, you may well be fine. But since you didn’t actually ask that… I’d try the freeware program Audacity for one-off conversions; you should be able to open the MP3 up, make whatever changes you want (if any), and then save it out as a WMA file (the WMA will of course be much bigger). Also note that even though WMA is a lossless format, you will not recover the information lost when the original audio was compressed to MP3 — you need the original audio file for that.
