The idea of creating your own browser is ridiculous: it takes thousands of hours to make something as complex as a web-browser (have a read into Google Chrome – a new web-browser by google. Then it would have to constantly be updated to accomidate the latest technologies eg CSS3 What you want is a platform that already exists that can be customised. Now just about all browsers now-a-days can be customised with addons and plugins. By far the best (and well established) is Mozilla Firefox (3.5). Get FF3 and you can make your own addons (eg pop-up blocker) and skins (ei look) for it. It isn’t easy though and judging from the level of understanding expressed in your question, you probably are not a developer capable of this totally by yourself!
