I would say Belgium (that’s where I live). Belgium has only 10 million of inhabitants, but it is very densily populated. Together with The Netherlands, these is the country with about the highest population density (over 300/km2); in both countries, the crime rate is very low. Probably there are smaller countries with a lower absolute number of crimes, but I wouldn’t consider any country with less than 10 million of inhabitants, or with a very low population density: it’s easy to stay out of trouble when there’s nobody around Sources: I live there!
