Australia has no concept of a Basic Travel Allowance. If you come on a temporary work visa, you do not have to show anything relating to your financial circumstances apart from the requirement to show that you have health insurance. There is however no such thing as a 5 year working visa – temporary work visas are for a maximum of 4 years. If you have been asked by anyone for the money to pay a BTA, you are being scammed.
