What is the backlog of papers waiting to be published?

Currently the time from submission to publication is 9 months. There is approximately a four month backlog due to the popularity of the Letters with Authors and the rapid increase in submissions. Consequently the number of papers to be published exceeds the allocated page budget. Changes are being made for 2004 to address this. Unfortunately the page budget must be set six months ahead of the year of publication and cannot be changed because of commitments made to institutional subscribers.

There is no publication backlog, and final manuscripts are accepted up to 30 days before the IEEE deadline.
