My youngest son just turned 3 and is in a size 9 or10 depending on the shoe. When he was 2 he wore a size 8 or 9. He’s tall for his age though and so his foot is possibly bigger than other children his age. My cousin is 2 and he’s in a size 10. It really just varies from one child to the next.

My 27 month old boy wears a size 8. He is in the 75th percentile for both height and weight if that helps you any.
