Your time for the 50 will not be the only determining factor. When it is considered, it will depend entirely on what school you are applying to, what division their swimming team is in, and what their attitude is toward winning. The amount of pool-time they have available for workouts is also a factor – some schools don’t have the endowment to allow for multiple workouts and have to keep team-size small. For Division III, there are two time standards to qualify for a Championship meet – the A standard is 23.1, the B standard is 26.6. For Division II, the qualifying times are 23.2 (A) and 23.9 (B). Those are championship meet times – they would have nothing to do with whether or not you “make” the team. I suggest you look at the swimming program at several of the colleges you are interested in, write to the coach and ask him if he would send you some meet results.
