The appropriate level of physician supervision for cardiac rehabilitation services should be determined by practice area, and not be a generic standard of supervision for all providers working in a cardiac rehabilitation program. Physical therapists are licensed professionals with a level of education and training that does not require physician supervision in such a program. APTA believes physician supervision of physical therapy services in cardiac rehabilitation programs should not be required because (1) Congress has defined these services without requiring physician supervision for independent practitioners in Section 1861 (p) of the Social Security Act; and (2) physical therapists are qualified by their education, clinical training and licensing requirements to competently perform these procedures.
