The 2003 Wastewater Master Plan estimated the total project cost to be approximately $75 million, which includes acquisition of the plant site property, design, and construction costs. The project also includes $10 million for collection system improvements integral to the WRF, for a total project cost of $85M. The 2004 Rate Study included this capital outlay, which is reflected in the City’s current wastewater rates which will allow the City to continue to provide quality service, maintain the existing infrastructure, and construct capital improvement projects to accommodate system expansion.
