The theme of the Day is based on the goal of full and equal enjoyment of human rights and participation in society by persons with disabilities, established by the World Programme of Action concerning Disabled Persons, adopted by General Assembly in 1982.. . The general public and decision makers are often unaware of the great number of persons living with disabilities and impairments around the world and the challenges they face. WHO’s mission is to enhance the quality of life for people with disabilities through national, regional and global efforts and to raise awareness about the magnitude and consequences.
