What is that treasure chest outside South Hyrule Castle Town?

There is a treasure chest just South of Hyrule Castle Town in the middle of the platform in the middle of the fountain. I have spent litterally hours trying to get that chest, but I just can’t reach it. Is there any way to get to it or is it just there for decoration. If it is, that is very cruel of the game makers.
