This is “Single Point of Contact” and refers to a new Executive Order 12372 (effective August 1, 2005) whereby States may design their own processes for reviewing and commenting on Federal assistance under covered programs. Please consult page 26 of the funding announcement for a list of participating states. If your state is listed, you are asked to contact your SPOC as soon as possible to alert them of prospective applications and receive instructions.
