What is SPCC?
It stands for Spill Prevention, Control and Countermeasures. The purpose of the program, which is operated by the U.S. Environmental Protection Agency, is to prevent the discharge of all kinds of oil into the waters of the United States. To prevent oil spills, the U.S. EPA requires owners/operators of certain oil storage facilities to prepare and implement SPCC Plans. North Carolina does not have any more stringent requirements than those required by the federal government.
