SMART/ Pay-As-You-Throw (PAYT) is a unit-based system where residents pay only for the trash they create/discard. Instead of paying a set yearly fee incorporated into your tax-rate, you will be paying for the trash you create. With this approach you will pay less if you reduce your waste and no longer do you have to pay more for individuals who create great amounts of trash and don’t recycle. The fundamental principle involved is that people are responsible for their own trash disposal costs. With SMART, residents have more incentive to recycle, compost, and reduce their waste.
