Shipping is obviously the price associated with using a shipping service. Handling is a term applied to the surcharge a seller may apply to help pay for extras such as shipping supplies, time to package, transport expenses, and similar. Generally sellers are allowed to ask whatever they want to for S&H charges, however they are required to inform the bidder if they have a handling charge on the auction page itself. Hiding such before the auction closes is considered dishonest and is not generally tolerated.
