There are number of parcels or properties in each subdivision whose ownership is supported by a fee simple deed. Each of these taxpaying fee simple deed parcels will represent one eligible petition vote (not a referendum vote) for or against participation in the MSD (see Appendix C). Each property owner will be provided the opportunity to sign a petition requesting the Town Council to establish the proposed MSD, that is, one property equals one vote. If the property is jointly owned all joint owners will be required to individually sign the petition and should the vote of joint owners be split the vote for that property is therefore opposed to the MSD. Once the town has received sufficient supporting petitions representing a majority of the subdivision properties the subdivision will be deemed eligible for inclusion into the MSD.
