What is Redevelopment?
Redevelopment is a process created to assist local governments in eliminating physical and economic blight from a designated Redevelopment Project Area and to achieve desired development, reconstruction and rehabilitation, including but not limited to: residential, commercial, industrial, and public infrastructure. The goal of Redevelopment is to create a safe, economically viable and balanced project area that provides all of the socially desirable attributes communities want: sound public and private improvements, good jobs, safe places, strong commerce, recreational opportunities, decent and affordable housing, and increasing property values. A Redevelopment Agency is able to use special legal and financial mechanisms to achieve these goals. This authority is granted to the Agency through the state of California’s Health and Safety Code (Section 33000-et.seq.), also known as the California Community Redevelopment Law. Redevelopment is a process created to assist city and county governments in eliminating blight from a designated project area, and to achieve desired development, reconstruction and rehabilitation including but not limited to: commercial, residential, industrial, and retail developments. The Redevelopment Agency provides the City with a mechanism to work in partnership with private enterprise to leverage public funds with private funds to create new projects or rehabilitate existing developments. Redevelopment funding is used to finance improvements that promote the construction and expansion of public facilities, storm drains, streets, medians, and sidewalks that are directed at improving the overall appearance of the Agencys redevelopment project areas.
Stated simply, redevelopment is the reinvestment of local property tax dollars in the community from which they came, under local control, according to a locally approved plan. This simple statement covers a lot of important ground, however. “Reinvestment of local property tax dollars” means that funds identified for the Russian River Redevelopment Project can only be spent for the benefit of the Russian River Redevelopment Project Area. “Under local control” means that all of the decision making for how the project’s funds will be spent will be made locally, not in Sacramento or Washington, D.C. “According to a locally approved plan” refers to the general provisions of the Plan approved by the Board of Supervisors and the detailed plans to be developed and approved through the process of local citizen/elected official/County staff interaction.
Redevelopment is a tool created and regulated by state law to assist local governments in eliminating blight from designated areas, as well as to achieve development, reconstruction, and rehabilitation of residential, commercial, industrial, and retail districts. It is a locally driven activity that assists in revitalizing communities. Redevelopment encourages new development, creates jobs, and generates tax revenues in declining urbanized areas by developing partnerships between local governments and private entities. Over 400 California cities and counties have adopted local redevelopment plans.
