If the Independent Television Commission (ITC) decides that a channel that can be received in the UK is transmitting “unacceptable” material it can ask the Government to proscribe it. Usually “unacceptable” means hardcore material that would not be given a BBFC (British Board of Film Classification) certificate. Once the channel is proscribed it is then illegal to supply equipment or cards to receive the broadcasts, it also becomes illegal to advertise or promote the channel or to even supply TV listings.
