What is Project Start-Up Project Foundation ?
Project Start-Up Project Foundation is a mechanism to improve the control of projects entering the Equipment Procurement Programme (EPP) and their subsequent foundation in Defence Equipment and Support (DE&S). It aims to build greater confidence in the overall viability, affordability and priority of projects as they enter the Concept Phase of the CADMID cycle. The process has been developed through a combined package of work between the Deputy Chief of Defence Staff (Capability) Head of Capability Improvement and the DE&S Programmes and Technology Group (PTG) Business and Programmes Development (BPD) team as part of the Defence Acquisition Reform Programme (DARP). This work meets the objective within the Defence Strategy for Acquisition Reform (SfAR) [PDF] to ensure projects are more closely scrutinised from the outset and contribute to meeting the requirements of the MOD’s Terms of Business Agreement (TOBA).
