What is or are the difference(s) between variable and operating costs?

Operating costs are the basic costs to run the business i.e. overhead (utilites), rent for the space, salaries of the employees, etc. Variable costs are anything that can change over time. Usually, things like materials will have variable costs. If you run a steel mill, the amount you pay for rent is fixed with your lease. But the amount you pay for the raw steel or shipping can vary.
