Since the signals are different, the video is digitized onto a DVD differently, so you need a DVD player that can convert PAL to NTSC for display on a US TV, a software DVD player in a computer that can display the appropriate window size, or a PAL DVD player and TV. There’s also a good chance that a PAL DVD is going to be Region 2, so a Region 1 (US) DVD player wouldn’t decrypt the data, let alone handle the video signal properly. A PAL DVD player is probably designed for use in a Region 2 country; a region-free DVD player is likely to be particularly “international”.
