What is Newtons fourth law?

They are the Laws of Motion (3) and the Law of Gravity: the laws of motion are usually referred to by number (‘Newton’s Second Law’), with the law of gravity separate (watch this: you will never hear about Newton’s Fourth Law even though there are four listed on the site mentioned earlier).
