What is new in the updated by-law (December 2009)?
The new bylaw includes clarification for the regulation of commercial activities, specifies a time frame for these temporary Games related measures and protects freedom of political expression including the right to criticize the 2010 Winter Games. City staff will also be provided with a specific protocol for the removal of illegal commercial signs. There are other changes that include an increase in maximum fines for by-law offences and a plan for enforcement of the by-laws at Games time. The amendments include measures to: • Strengthen and clarify the wording of the bylaw to ensure restrictions on signs and advertising relate only to commercial advertising and political expression is protected; • Reduce the geographical areas of the city where bylaws regulating street based marketing apply; • Scale back the number of sites to which LiveCity rules apply and remove the ability for the city manager to create new rules for LiveCity sites; and, • Reduce the time specific bylaws provisions
