A Provisional Patent Application can never become a Patent. It is necessary to file a separate Utility Patent Application which will be processed by the USPTO by examining the claims, with a formal format of forms, and detailed drawings. There are two ways to apply for the Utility Patent without losing the benefit of the Provisional Patent Application filing date.
