What is Medicaid?
Ensuring that the poor receive quality health care has long been a priority in the United States. Medicaid is one program designed by the federal government to meet this need. Medicaid provides medical care to the poor, to children and to pregnant women living under the federal poverty level. It is funded jointly by the states and the federal government. Medicaid was established in 1965, at the same time as Medicare, under Title XIX of the Social Security Act. It was designed to assist low-income families in providing health care for themselves and their children. It also covers certain individuals who fall below the federal poverty level. It covers hospital and doctor’s visits, prenatal care, emergency room visits, drugs and other treatments.
Medicaid (Medical Assistance): Medicaid is a federal and state-funded program that provides medical coverage for people who meet certain eligibility standards. A. Medicaid is a health insurance program that pays medical bills for eligible low-income families and for eligible aged, blind and/or disabled people whose income is insufficient to meet the cost of necessary medical services. Medicaid is run by the Delaware Division of Medicaid & Medical Assistance (DMMA) and pays medical bills with State and Federal tax money.
Medicaid is a means-tested health and medical services program for certain individuals and families with low incomes and few resources. Primary oversight of the program is handled at the federal level, but each state: • Establishes its own eligibility standards, • Determines the type, amount, duration, and scope of services, • Sets the rate of payment for services, and • Administers its own Medicaid program.
Medicaid is an assistance program that provides medical benefits to low-income persons. Although the Federal government establishes the general rules for the program, specific requirements are actually established by each State.
