What is meant by “urban area”?
Although no specific population level is designated, the defined area must constitute an “urban concentration.” I cannot clarify the meaning of urban concentration further, but I can reinforce that everyone is encouraged to apply and that your RFP will be judged on how well the problem statement provides a strong rationale for the project with the needs of the target population and community being well identified. Subgrantee applicants must provide specific data (including source information) about the target population. Subgrantee applicants must also identify the high-crime urban area community in which the project will operate and provide documentation and data that reflect the community’s need for the faith based and/or community based services for crime victims.
