In other words, you enter data locally and it gets updated later. You don’t need an Internet connection for this type of work, since you can incorporate the progress you’ve made locally with the rest of the data at some later date, either by updating via the Internet when you do have Internet access or by actually sending the data on CD/DVD or removable media to the office, where someone else will take your work and use it to update their data.
