What is meant by civil disobedience?
Pure civil disobedience involves a knowing, open, and intentional violation of a law. I cannot be done by trying to hide, nor is it a “scoff-law” exercise. Those who undertake it expose themselves openly to the full brunt of the law, but insist on due process and openness. It cannot be done by outlaws, or anarchists. Part of the power of the tactic is in its moral power to persuade indifferent people to support it over time.
