Low value/high bulk is an eligible moving expense for certain types of personal property encountered with nonresidential properties. Low value/high bulk materials are items of personal property owned by a displaced business, farm or non-profit organization that the agency determines would cost more to move than replace. Some examples of low value/high bulk materials include but are not limited to stockpiled sand, gravel, metals, etc. Low value/high bulk may also be applied to personal property only moves in ยง24.301(e). The application of the low value/high bulk provision is at the agency’s discretion. The agency should only use this provision if it is willing to accept ownership and the ultimate cleanup costs of the material.
