An in-district student is someone who has been a legal resident of the State of Texas for at least one year immediately preceding registration and resides in the Houston Independent or Stafford Municipal School Districts. An out-of-district student is one who has been a resident of Texas for at least one year and lives outside the HISD or Stafford Municipal School District.
