You have hydrogen bonding when you have hydrogen bonded to one of the super electronegative elements, O, N , F or Cl. So now what you have is abig difference in electronegativity between Hydrogen and that second element, O,N F or Cl which produces a very polar covalent bond where the hydrogen has a large positive charge and o, N , F or Cl, has a large negative charge. So in short, this electrostatic attraction between the positive hydrogen in one molecule and the negative O, N, F or Cl in another molecule produces a very strong dipole dipole attraction we call hydrogen bond. In general boiling points you will find decrease with decreasing molecular weight. But all bets are off when it comes to hydrogen bonding because a lot of energy is required to break those hydrogen bonds to get it in the gas state. As a result substances like water that form hjydrogen bonds have unusually high boiling points. So waters high boiling point is a a result of hydrogen bonding.
