What is housing privatization?
Not long ago, our military decided they needed to change the way they handled family housing at installations all over the United States and the world. Many of the existing homes have fallen into a state of disrepair that would require millions of unavailable deferred maintenance dollars to make them habitable. In response to this need, the Army created the Residential Communities Initiative (RCI). The RCI program employs the authorities provided by the 1996 Military Housing Privatization Initiative (MHPI) Act that allows the Army to leverage appropriated funds and the value of the Army’s assets to obtain private sector capital and expertise for the management, renovation, construction, maintenance and operation of military family housing. Under RCI, the Army “partners” with private-sector firms to manage and operate family housing, with the private sector entity serving as the managing member of the corporation.
