Each side of the brain can function at different levels if the frequency of nerve cell activation is different. This can happen even though both sides (or hemispheres) of the brain are richly connected by nerves. For example if your right hemisphere fires at a frequency of 30Hz and your left hemisphere fires at 40Hz, you will have a tendency to use and attend to the functions of your faster left hemisphere.
