arborWorks is a Public Development Authority (PDA) created by the City of Port Angeles and jointly funded by the Port of Port Angeles and the City. There are numerous PDA’s in Washington State formed under the authority of the Revised Code of Washington Section 35.21.730. Examples of PDA’s include The Pike Place Market PDA and the Thea Foss Development Authority in Tacoma.
