What is harassment to tourists?
In Havana, especially the most touristic city of Cuba and as a result of economic necessity, there were many people who offered to tourists all sorts of things on the street. Guide services without being, tobacco, taxi, ppg (a good Cuban medicine for cholesterol), etc etc, all in the mood to win a tip or a commission and often forged. This really can be overwhelming for tourists and was a phenomenon almost exclusive to the tourist areas of Havana. For that reason the government passed a law condemning the harassment of tourists and now is almost gone.
