Most sites that have a 3-6 PR are considered quality sites by Google’s standards. Google doesn’t rank the site according to how well the company does their business, but only on things like the amount of rich content, or a long life on the web, or lots of other sites linking to them. You shouldn’t take the Google PR to be the final say on whether a site is GOOD or BAD. Google PR is simply a tool that can help to indicate if a site is brand-new and potentially worthless, or if the site has been around a long time; long enough for Google to give it a good rating.
