What is good governance?
A critical pre-requisite for measuring good urban governance is a full understanding of what governance is and the difference between Governance and Government. There are many different ways to describe government and governance. Government is described as the repository of confidence and power of the people delegated by them for a fixed period of time for the express purpose of identifying, mobilizing, organizing, guiding and directing all available resources, human and other, to facilitate planned and participatory transformation of their society towards enhanced well-being of its people, via just enjoyment of all its needs, rights, aspirations and sustainable peace.
