As explained in circular 11/99 (chapter5 paragraph 5.18), full time education means supervised education equivalent to that provided by mainstream schools. This reflects taught time for pupils at different key stages (KS): 21.5 hours at KS1, 23.5 at KS2 up to 25 hours at the top of KS4.
