The Family Self Sufficiency (FSS) Program is designed to help participants develop skills and experience that will enable him/her to obtain employment or better employment and to someday be free of public assistance. What is Annual Re-certification HAMC is required to recertify the income and composition of all households at least once a year. The annual reexamination determines the continued eligibility of a Section 8 participant and establishes the Housing Assistance Payment to be made on behalf of the family. The move-in date is used to determine the time of the annual re-exam.
