There is physically a fluid (grease or oil) that is trapped between a series of plates within an engageable pack. These torque damping mechanisms are engaged in combinations to create selectable pan/tilt drag settings. Rather than a friction drag which uses force between two surfaces to create a drag mechanism. These fluid engageable packs result in smooth pan and tilt operations which become more evident in tight zoom shots. I.e.: to reduce shakiness and stutter in acquisition of footage.
